
Between January and April 2025, the Trusted European Media Data Space (TEMS) consortium conducted a survey of media organisations and stakeholders across Europe. The goal was simple but vital: to ensure that TEMS is built on a real understanding of the sector’s needs, challenges, and ambitions.
Thanks to broad participation, the survey reflects a diverse range of perspectives, covering organisations of different sizes, legal statuses, and locations. Respondents shared how they engage with data in their daily operations, what kinds of data they use, and the barriers they face in adopting data-driven practices.
The findings confirm the importance of data across all areas of the media sector, while also highlighting gaps in strategy, resources, and governance. Many organisations are already experimenting with AI and exploring new data uses, but significant disparities remain in terms of technical maturity and readiness. At the same time, there is strong recognition of the potential value of a secure European media data space, particularly around trust, interoperability, and collaboration.
The survey also explored business models, compliance needs, and governance expectations. Respondents were invited to think of themselves as both data providers and consumers—roles they may play within TEMS in the future. Their answers underline both the complexity and the promise of building a shared European framework for media data.
These insights now serve as the foundation for the next phase of TEMS.
