AI is already part of everyday media work: it speeds up transcription, surfaces archive clips, enriches metadata and helps verification teams. Those visible gains rest on invisible choices — about which data is used, how AI models are connected to production systems, and which governance rules sit between a newsroom and an AI output. Those choices determine whether Europe adopts AI on its own terms or simply inherits someone else’s black box. The EU AI Act requires documentation and transparency around training data, and AI workflows also depend on inference sources such as retrieval augmented generation. Together, these requirements put data provenance, licensing and metadata standards at the centre of any responsible approach to adoption.

The first condition is trusted, FAIR and media grade data. FAIR — findable, accessible, interoperable, reusable — is the baseline, but it isn’t enough on its own for media workflows. Broadcasters need production and rights schemas as well: things like EBUCore, IMF packaging practices, ISAN identifiers and machine‑readable rights statements. TEMS enables participants to create and use structured, rights‑aware datasets under European governance frameworks, promoting common ontologies, metadata alignment and governance rules while leaving control of archives and production systems with their owners.

The second condition is rights aware integration rather than opaque automation. AI tools need to operate with explicit, machine‑readable rights and provenance metadata, so that retrieval, recommendation or transformation respects licensing and editorial constraints. In archive search or recommendation, for instance, an AI component has to be able to read a content item’s rights metadata and editorial flags before suggesting reuse — without that, human review becomes the fallback, and error rates climb. TEMS develops connectors, metadata standards and governance patterns that make this rights information interoperable across systems, while enforcement and final compliance remain the responsibility of each organisation.

The third condition is SME innovation capacity built through interoperability, not centralisation. In practice, broadcasters and archives are more likely to integrate third‑party AI tools than to train large foundation models of their own, which is part of why TEMS’ practical work concentrates on safe, rights aware integration rather than model development. Broadcasters and archives also keep independent systems and strict rights regimes — they don’t pool raw archives into a single repository, and nothing about sovereignty requires them to. TEMS helps smaller organisations by promoting a common media ontology and interoperable connectors, so they can structure their data consistently, participate in federated discovery, and access AI tools adapted to that ontology. A small regional archive adopting the TEMS ontology, for example, can avoid much of the bespoke metadata mapping it would otherwise have to build alone before connecting to discovery services — lowering the cost of experimentation and reducing integration friction, even without a published figure for how much time that saves. By design, TEMS provides interoperable metadata and governance patterns while archives, production systems and legal compliance remain under the control of participating organisations.

Taken together, TEMS contributes to the technical and governance foundations that make responsible AI adoption possible: metadata alignment, FAIR adoption for media, rights aware metadata schemas, interoperable connectors and APIs, governance frameworks and policy guidance, federated discovery and controlled trial patterns, guidance for SME onboarding, and provenance and traceability practices. Framing sovereignty this way shifts the debate from abstract calls for “European models” to concrete capabilities — the ability to describe assets precisely, expose rights and provenance in machine‑readable form, connect tools without losing control, and let smaller actors participate on fair terms — all in alignment with the EU AI Act and the European Data Strategy.
